RESTORE Louisiana & Manufactured Homes

The RESTORE Louisiana Homeowner Assistance Program provides federal grant funding to help Louisiana residents repair or replace homes damaged by hurricanes — including manufactured and mobile homes. If your home was damaged, you may qualify for a grant that covers a full manufactured home replacement. What Is the RESTORE Louisiana Program?

RESTORE Louisiana is a state-administered grant program funded by the U.S. Department of Housing and Urban Development (HUD) through Community Development Block Grant — Disaster Recovery (CDBG-DR) appropriations. It has helped Louisiana homeowners recover from multiple major storm events.

Do You Qualify?

To be eligible for RESTORE Louisiana assistance, you must meet all of the following criteria:

Owner-Occupant You owned and lived in the home as your primary residence at the time of the disaster and have maintained ownership since.
Qualifying Disaster Home was damaged by a federally declared disaster — including Hurricanes Laura, Delta, Ida, Zeta (2020–2021), or Francine (2024).
FEMA Damage Determination Applied for FEMA Individual Assistance and received a major/severe damage determination ($8,000+ in residential damage, 1+ ft of flooding, or $3,500+ in personal property damage).
Eligible Structure Single-family homes, owner-occupied duplexes, manufactured and mobile homes, and condominiums all qualify.
Declared Parish Property located in a federally declared parish. For Hurricane Francine: Ascension, Assumption, Jefferson, Lafourche, St. Charles, St. James, St. John, St. Mary, and Terrebonne. For 2020–21 storms, 47 parishes were declared.
U.S. Citizen or Legal Resident Must be a U.S. citizen or legally documented resident. Translation services are available in multiple languages.

Note on duplication of benefits: RESTORE grants are calculated after deducting other disaster assistance already received — including insurance payouts, FEMA grants, and SBA loans. The program covers your remaining unmet need.

How the RESTORE Program Works

RESTORE Louisiana moves applicants through a structured 9-step process from initial survey to completed project.

Complete the Program Survey Register your interest and provide basic information about your home and damage. For Hurricane Francine, the survey deadline was June 30, 2025. Check restore.la.gov for current open surveys.

Environmental Review A federally required assessment is conducted on the property — no appointment needed on your end.

Submit Formal Application After the survey and environmental review, you'll receive an invitation to complete the full program application with documentation of ownership, occupancy, and damage.

Eligibility Review & Damage Assessment Program staff verify your application and schedule a damage inspection. Homes built before 1978 also receive a lead-based paint assessment.

Receive Your Award Determination You receive a calculated grant amount and have a 60-day window to accept or file an appeal. Grant amounts are based on assessed damage minus other benefits already received.

Choose Your Construction Path Solution 1 — program-managed construction using licensed contractors. Solution 2 — homeowner-managed, where you hire your own contractor or arrange your own manufactured home purchase and placement.

Yes. The RESTORE program specifically covers Manufactured Housing Unit (MHU) repair and replacement. If your manufactured or mobile home was damaged or destroyed by a qualifying hurricane, you may receive a grant to cover a full replacement unit.

No. RESTORE Louisiana provides grant funding — not loans — through HUD's CDBG-DR program. You are not required to repay the grant as long as you use it for eligible purposes and meet the program's occupancy requirements.
